The movement of people and services across national borders is increasing with the advance of globalization. The movement of medical professionals, the providers of medical services, is also expanding from regional to national and international levels. How should this increasing movement of medical professionals be viewed from the perspective of the public good? The purpose of this course is to discuss the situation of medical professionals and patients with European citizenship in the EU, and to consider Japan's EPA (Economic Partnership Agreement) and FTA (Free Trade Agreement) and the issue of influxes of migrant nurses to Japan. We will examine the background to the free movement of doctors, nurses and other medical professionals in the EU, and will look at the type of policies that the EU has established to address this.
