Essay Contest

Government opinion polls have for years apparently shown a significant majority of the Japanese population in favor of the death penalty. Is this really the case, or is there still room for continuing debate? What are your views on the death penalty? Should it be maintained? What are the ethical issues concerned? How does the death penalty relate to universal human rights?

Details of the Essay Contest

Deadline for submissions: Wednesday 12^th June

Length of essay: 1700-2000 words. Essays MUST be within these limits to qualify. The bibliography does NOT count towards the word count.

Eligibility: participants must be current students of Waseda University. Undergraduates and postgraduates are welcome to participate.

Language: essays MUST be submitted in English

Prize: Week-long internship at the Embassy. Furthermore, on July 10 authors of the 15 best essays will be invited for a reception at the residence of the Dutch ambassador, during which the winning essay will be announced.

Place of submission: please submit a HARD COPY of your essay to Professor Paul Bacon in Waseda University Building 11 Room 501, between 18:00 and 18:30 on Wednesday June 12^th. You can ask a friend to submit the essay on your behalf. But a hard copy of the essay MUST be handed to Professor Bacon between those times, on that day.

Title page: essays must have a title page which indicates your name, student number, and the title of the question you are answering. The words on the title page do NOT count towards the essay word count.

Font size: 11 or 12

Line spacing: 1.5

Bibliography: required, with at least four sources. It is perfectly acceptable to use Internet sources.

Referencing style: please use the referencing style with which you are most comfortable and familiar. As long as you use the referencing style appropriately, there is no problem

　南欧の社会経済構造が、経済のグローバル化に後れをとっていたことは否定できない。仮にユーロに参加しなくとも、あるいは今回のような危機に遭遇しなくとも、早晩改革を迫られていたであろうことは間違いない。しかし、今回のように、EUやIMFのテクノクラート、さらに金融市場の圧力によって、闇雲に強制され、場合によっては、政治・社会構造を根底から破壊しかねない、いわば上からの革命ともいうべき改革が、はたして政治的、社会的に今後も持続可能で、本当に実を結ぶことができるのかどうか。

　この点で、最近のイタリアの政治情勢は、極めて示唆に富む。イタリアでは、1年あまり前、ベルルスコーニ首相が国内外の圧力の下に退任を余儀なくされ、代わって学者で元EU高級官僚のモンティが、内外の大きな期待を背負って首相に就任した。イタリアの国債プレミアが低下し、ユーロ危機が沈静化した理由の一端も、彼によるところが大きい。しかし、国外特にEU内での彼に対する高い評価とは対照的に、イタリア国内では厳しい緊縮政策や構造改革への反発から人気が凋落し、任期切れ前に退任を余儀なくされた。2月末の選挙の結果次第では、ベルルスコーニ元首相が再び政権の座に返り咲く可能性もあり、イタリアの政治は再び混迷の度合いを深めている。同じく、スペインも、深刻な不況の中で、ラホイ首相が汚職問題に揺れている。フランスのオランド政権も、発足後1年もたたないというのに、早くも行き詰まりを見せ、人気が凋落している。ユーロ圏各国の政治、社会、経済情勢に不安の種は尽きない。

　さらに、銀行同盟についても、先行きは必ずしも楽観できない。「完全な銀行同盟」の条件とされる、預金保険制度や銀行整理基金の創設は、未だめどがついていない。預金保険制度や銀行整理基金の創設は、更なる財政負担に繋がりかねないことからドイツが強く反対、秋の総選挙の結果が出るまで、事態の進展は望めそうにない。各国の政治、経済、社会情勢によって、危機対策並びにユーロの命運が左右される状況は何ら変わっていない

　加えて、来年早々にも発足が予定されているSSMについても、本当にユーロ圏の巨大銀行を2度と再び今回のような危機を引き起こさせないように公正かつ厳正に監督・規制できるのか。ヨーロッパでも、巨大銀行による相次ぐ不正、犯罪行為の露見を受けて、銀行改革も俎上に上がっている。しかし、これまで歴史や事例を見る限り、決して楽観はできない。つい最近もイタリアの大手銀行モンテ・パスキの不正な損失隠しが明らかとなり、イタリア中央銀行総裁として監督の任に当たっていたドラギ総裁に対する疑念も浮上している。また、バーゼルⅢへのEUの対応に関しても、先ごろ規制の内容が緩められ、実施時期の延期も決定された。それらの措置は、フランスやイギリスの大手銀行に有利と働くとされ、金融危機発生以来、EU当局による銀行優遇姿勢は際立っている。さらに、ヨーロッパの金融市場では、資産圧縮のために融資を増やせない銀行に代わり、MMF、保険、年金基金といったノンバンクが台頭しつつある。これらの金融機関は、いわゆる「影の銀行システム」に属し、アメリカ同様ヨーロッパでも金融危機発生の主要な原因の一端を担った。銀行に対する監督・規制の強化は、規制の緩いノンバンクの台頭や銀行の規制逃れを助長することで、将来的に新たな危機を招く恐れもある。

　こうして見ると、危機は終わるどころか、状況はむしろより深刻になっているとさえいえるかもしれない。多くの重要な問題の解決が先送りにされ、危機を引き起こした本質的要因のいずれに対しても、十分な措置は採られていない。銀行同盟も、現在構想されている形では、危機解決の切り札になりそうにない。かくして、ユーロ危機は、様々な展開を見せながら、今後も続くことになるものと予想される。

　ギリシャの財政スキャンダルの発覚を切っ掛けにユーロ危機が発生して以来、4年余りが過ぎた。2012年半ば以降、金融市場は相対的に落ち着きを見せ、「最悪の時期は過ぎた」、「ユーロ危機は終わった」との言葉も、EUの当局者の間から聞かれる。しかし、果たしてそうであろうか。

　ユーロ危機対策に一定の前進があったことは確かである。2012年6月末のEUサミットでは、スペインの危機で顕在化したソブリン危機と銀行危機の悪循環を断ち切り、ユーロ危機を終息させる切り札として銀行同盟案が打ち出された。9月には、あくまで一時的な救済基金であったEFSF（European Financial Stability Facility）とEFSM（European Financial Stability Mechanism）を引き継いで、5000億ユーロの基金からなる常設の防火壁となるESM（European Stability Mechanism）も設立され、危機に陥っている銀行への支援に当たることになる。さらに、12月のEUサミットでは、銀行同盟の第一弾としてユーロ圏の大手銀行の監督・規制に当たるSSM（Single Supervision Mechanism）の設立についても合意を見た。こうした制度面における前進が、危機の鎮静化に一定の役割を果たしたのは確かであろう。

　しかし、何よりも危機の鎮静化で金融市場に決定的なインパクトを与えたのは、ECBによる大胆な金融政策の打ち出しであろう。ECBは、ソブリン危機に陥っている国々の国債を大規模に買い入れると共に、流動性危機が頂点に達しつつあった2011年12月と2012年2月に、3年物長期資金供給オペ（LTRO; Longer-Term Refinancing Operation）を通じて、約1兆ユーロもの巨額の資金を低金利で供給した。7月にはドラギ総裁が、ECBはユーロ危機の悪化を阻止するためには何でもすると公言し、9月には、投機によって高騰している国債プレミアを引き下げるために、OMT（Outright Monetary Transactions）」を通じて、当該国債を無制限に買い入れる用意があることを宣言した。こうしたECBによる大胆な金融政策の打ち出しにより、ユーロ崩壊に賭けていた投機筋は大きく読みが外れ、巨額の損失を負うことになった。こうした状況を受けて、金融市場のセンチメントが変化し、さらに年末以降金融市場の関心は、ユーロから、安倍政権の誕生を受けてよりダイナミックな展開が見込まれる円そして日本経済にシフトすることになった。言い換えれば、ECBの金融政策が金融市場にサプライズをもたらすことによって危機はひとまず鎮静化したのであって、決して危機の根本的な原因そのものが取り除かれたわけではない。

　実際、ユーロ圏の実体経済に目を転じれば、惨憺たる状況が広がっている。2012年第4四半期には、ドイツ、フランス、イタリアがそろってマイナス成長に陥った。ギリシャの不況は、遂に6年目に突入した。ユーロ圏には属していないイギリスの状況も、ユーロ圏に劣らず深刻で、イギリス経済は今年三番底に落ち込むのが既に確実と見られ、こうした経済状況も、EU離脱を掲げる国内懐疑派を勢いづけている。深刻な景気後退は、特にEUの主要産業である自動車業界に著しい打撃を与え、ドイツを除き、ほとんど総崩れの状況にある。今後も欧州経済の長期低迷は避けられないとして、生産拠点を今後成長の見込める新興国市場へ移そうとする動きも広がっており、EU各国政府は、企業の国外移転を止めようと必死になっているが、成果は上がっていない。最近のユーロ高も、回復途上にあるユーロ圏経済に痛手となっており、労働コストの引き下げによる競争力の改善も、ユーロ高によって容易に相殺されてしまい、ユーロ高をめぐって、競争力悪化に苦しむフランスと、インフレ抑制や構造調整推進の触媒になるとこれを歓迎するドイツとの間で、対立も顕在化している。

　何よりも深刻なのはユーロ圏全体で11％を超える失業率であり、ギリシャとスペインでは、26% を超え、30％台に迫ろうとしている。若者の失業率はさらに深刻で、ユーロ圏平均で24％、ギリシャとスペインでは50％を超えている。ユーロ圏で、約1,600万人、EUで、2,500万人を超える失業者は、今回の危機の最大の被害者といっても過言ではない。南欧では、家族主義の伝統が若者をはじめ大量の失業者を家庭内に抱え込むことで辛うじてバッファーの機能を果たしているが、それも限界に近付いている。他方、南欧でも、教育水準の高い優秀な若者は、自国の将来に見切りを付け、希望を求めてドイツやアメリカへと続々と移動を始めている。こうした労働力移動の増加を、労働市場の弾力化の証と捉え、賃金の下方硬直性の打破と共に、こうした動きを積極的に評価する向きもある。しかし、本来自国の発展を担うべき優秀な人材の流出を、果たしてそのように捉えて良いものだろうか。このままでは、ユーロ圏の南北格差は開くばかりである。EUレベルでの成長戦略は、市場統合の推進を繰り返すだけで、ほとんどないに等しい。

We are offering 'EU Study Programme' as part of its activities. Students who can satisfy one of the following requirements before graduation, can receive 'Certificate in EU Study Programme for Graduate Students' and congratulation letters addressed by EU Ambassador to Japan.

Waseda University offers six courses (two credits per semester for all courses) pertaining to EU/European integration research at its Open Education Centre, through which all graduate students have an opportunity to study the EU. In order to satisfy the requirement, you need to obtain at least two credit from them and write MA thesis related to the EU studies.

EUIJ committee members will evaluate your master thesis and recommendation from his/her mentor in terms of quality, and decide to issue the certificate.

If you already met the requirements, you can register and apply for this programme. Please send the forms in accordance with the procedure explained below and send it to EUIJ Waseda secretariat

The European Union Institute in Japan at Waseda University (EUIJ Waseda), with support from the Delegation of the European Union to Japan, is engaging in educational, academic and outreach activities, to explain what the European Union is and what it does, to various sectors of Japanese society. We are offering 'EU Study Programme' as part of its activities. Students who can satisfy one of the following requirements before graduation, will receive 'Certificate in EU Study Programme for Undergraduate Students' and congratulation letters addressed by EU Ambassador to Japan.

Categories for Certificate

'EU/European Integration Studies Minor Program' is one of the minor programmes which is offered by Open Education Centre at Waseda University. The programme consists of the following subjects.

Members of EUIJ Sterling Committee will evaluate your work during studying abroad by certificate of enrollment and transcript and the content of your work for "EUIJ Waseda Thesis Essay Contest", so just participating these activities does not always meet the requirement.

EUIJ Waseda Thesis/Essay Contest is held in January annually. Students who submit excellent paper will be awarded with cash. Please check the details here.

It is necessary to register this programme in order to acquire certificate. Members of EUIJ Waseda Sterling Committee will evaluate your application based on the application form. Student who applied for this programme must submit transcript issued by Waseda University.
