New concepts of academic ability have been introduced by international organizations such as the EU and the OECD. Students from Finland, which has been addressing educational reform issues since the 1980s, have achieved the highest marks in international tests. Prompt educational reforms by the Finnish government were encouraged by the conventional idea that critical issues should be addressed in multi-partisan fora, for example, the "Commission for the Future." Finnish education professionals focused on the need for students to develop problem-solving skills. According to Prof. Kitagawa, the value of problem-solving ability had been clearly demonstrated in business fields.
