| Note |
The nature of the influenza virus which had emerged in the Spring is yet to be fully understood. The virus was expected tobe weakly infectious, and it was estimated that the number of fatalities would be low. Instead, however, the WHO has raised the pandemic alert level from 4 to 5, thereby assuming that it would spread around the world. To take appropriate measures against the pathogens, the speakers stressed, it would be necessary to share information efficiently on an international scale, and ensure that there would be adequate medical services and medicinal provision.
