Mr. Vareille gave a brief outline of the EU's organizational structure and the reforms contained in the Lisbon Treaty. He emphasized the potential for cooperation between the EU and Japan on climate change and with regard to the financial crisis. With especial regard to the latter, he stressed the need for collaboration in the restoration of liquidity in interbank markets to recapitalize banks, the need to mobilize large scale fiscal outlays to stimulate a slowing economy, and the need to prevent protectionism through the removal of trade barriers. He concluded by noting that EUIJ Waseda is expected to play a key role in education and outreach activities to the Japanese public.
